Failure to file within this ten day period will not insure that the required certificate will be validated prior to the vessel arriving at discharge port and subsequently the cargo may be subject to delays and penalties.

DEMOCRATIC REPUBLIC OF THE CONGO
DEMOCRATIC REPUBLIC CONGO NOW REQUIRES ORIGINAL B/L -- *No FERI can be validated with a B/L copy or draft. We can only validate the FERI after receiving and uploading the Original B/L with the indication of the vessel's departure date AND the FERI number printed in the body of the Original B/L.
DEMOCRATIC REPUBLIC OF CONGO - VEHICLES -- As of 4 April 2017 the Democratic Republic of Congo have modified import regulations allowing older vehicles to be imported into the DRC. The previous limitations of vehicle age to 7 and 10 years of age have now been modified to 20 years. Review the DR Congo page on this web site for specifics of vehicle types.
EFFECTIVE JUNE 14, 2016 --
June 14, 2016 - The DRC now requires an “GUICHET UNIQUE” or FXI number to be included on the FERI (Cargo Tracking Note) document.
The GUICE reference is called FXI and is a progressive number given to the importers when opening their Import license. Therefore, insertion at origin (Port of loading) of FXI number on the FERI and other documents will enable to verify correct execution of importation’s tasks from the importer at destination and prevent delays and extra charges.
REPUBLIC OF EQUATORIAL GUINEA
EFFECTIVE WITH BILL OF LADING DATE JULY 1, 2016 -- the Republic of Equatorial Guinea will require all cargo destined for their ports be covered by an ECTN (Electronic Cargo Tracking Note) which must be obtained at the loading port within ten days of vessel sailing. No ECTN will be issued at the discharge port.
Each Bill of Lading must be covered by at least one ECTN and the ECTN and its unique number must appear on the Bill of Lading and Cargo Manifest. Cargo not covered by a valid ECTN will not be cleared through the local Customs until presentation of the valid ECTN and appropriate fines will be charged.

REPUBLIC OF GUINEA-BISSAU
REPUBLIC OF GUINEA-BISSAU -- 31 May 2016 Effective immediately, the Republic of Guinea-Bissau Ministry of Transport and Communications have terminated the authority of S.C.C.Lisbon to issue the ECTN mandatory for all cargo destined for Guinea-Bissau. Only ECTN validated by Antaser and their authorized agents will be accepted. Commercial International Services LLC, Houston Texas www.africactn.com is the Antaser authorized agents in North America, Mexico and Central America. Any cargo arriving in Republic of Guinea-Bissau without a validated ECTN by authorized agents will be blocked for clearance and delivery.
NOTICE TO AUTO SHIPPERS TO TOGO
EFFECTIVE FEBRUARY 4, 2016 -- Togolese Authority has ordered that every vehicle destined for Togo must have a separate and individual ECTN certificate. As example, a container containing three vehicles must have three separate ECTNs. Each vehicle will be billed separately under the Togolese tariff. If containers contain cargo in addition to the vehicles, an additional ECTN is also required for the container.
IMPORTANT UPDATE: TOGO CARGO TRACKING NOTE (ECTN) CHANGES EFFECTIVE FEBRUARY 4, 2016 -- The Togolese Government has announced that effective today February 4, 2016 a temporary tariff adjustment for all ECTN. The new rates are applicable only from February 4, 2016 through February 29, 2016.
Tariffs are valid until February 29th 2016 only - beginning March 1st a revised tariff structure will be put in place. Please contact our office, email@example.com for updated pricing that will be valid as of today, February 4th until February 29th.
November 1, 2015 -- Effective December 1, 2015 Togo government will cease allowing Togolese Importers to apply in Togo for the ECTN. All sea cargoes arriving in Togo after that date will be required to secure the ECTN in the country of loading. Cargo not having the official Antaser ECTN obtained at the loading country will cause shipping lines and receivers to be fined and receivers unable to clear their cargo until a valid ECTN obtained at the loading is presented. ECTN numbers should be listed on the Bill of Lading and the cargo manifest.
August 1, 2015 -- Effective Bill of Lading date August 1, 2015 Togo will require all cargo arriving into or from their country to be covered by an ECTN (Electronic Cargo Tracking Note). Under the authority of Interministerial Order No. 001/MEF/MCPSP/MTPT/DC dated April 8, 2015 all shipments to or from Togo (transit cargoes included) are required to be covered by an ECTN issued and validated at the loading port.

OCTOBER 1, 2015 -- Effective with bill of lading date October 1, 2015, Libya will now require the ECTN (Cargo Tracking Note) to be issued at the port of loading for all cargo destined for Libya. Caution, that cargo will not be cleared through local Libyan customs without a valid ECTN.
